A silver color metal and enamel device 1 1/8 inches (2.86 cm) in width overall, consisting of an irregular shaped octagon divided horizontally green at top with a silver gray mailed right hand placed in the center grasping three white lightning flashes, one vertical and two crossed diagonally; silver gray at bottom with a green ivy leaf centrally placed. Attached below a green scroll inscribed "FIT FOR ANY TEST" in silver.
The mailed fist represents firm grasp of the command, control and communication for the Fourth Infantry Division. Green suggests the inclusion of the command and control for the Ivy Division. The three lightning flashes denote the mission of the Military Intelligence Analysis and Control Element, seeking, gathering and dissemination of intelligence and the Signal Corps electronic communication. The ivy leaf symbolizes the parent organization, the Fourth Infantry Division.
